Power at an institutional level will be defined as the power held by a government or corporation. Technology will be defined as complete systems of hardware, techniques and humans. I will be using the Project Gutenberg eBook version of Utopia, Written by Thomas Moore and Edited by Henry Morley. Throughout Thomas Moore's 'Utopia', we are introduced to many examples of power at an institutional level. That is, the ability an institution or government has to influence the activities and lives of the people living within. The power held by these institutions would not be possible without the usage of technology. One of the earliest examples of this is seen in reference to the usage of gallows as a form of capital punishment. It was used to great effect where one of the boasted that "... there were sometimes as many as twenty on one gibbet" (page 29). Anyone who has ever been in a leadership position quickly realizes that it's difficult to manage anyone beyond the few within their immediate proximity. Power over many people need some kind of technology. This can be as simple as just a means to delegate leadership and responsibility such as the Utopian method of making the father the head of a household that has no more than sixteen people in it (Page 109). To be able to have power over a much larger group of people one needs more than just managerial technology. Utopia touches on the need for provision versus enforcement as a deterrent to crime. Hythloday discusses the presence of thieves in england. He claims that the reason thieves steal is due to the lack of money to sustain themselves (Page 37). As a result, the government has to hang many thieves in order to reinforce their power and their laws. In contrast, Utopia has far more advanced technology that allows for basically all of their inhabitatnts to live in a constantly well fed state. In these cases both England and Utopia use technology to obtain and maintain power at an institutional level.
